These subsidies provide financial support for the creation, development or acquisition of independent bookshops. Fonds d'avances à la trésorerie en faveur des librairies indépendantes

Elément majeur du plan de soutien en faveur de la librairie indépendante, le "Fonds d'avances remboursables aux librairies indépendantes" (FALIB) a été doté de 5 millions d'euros par le Centre National du Livre et sa gestion a été confiée à l'IFCIC. Ce fonds, destiné à pallier les difficultés de trésorerie rencontrées par les librairies en raison de la saisonnalité de leur cycle d'exploitation, est opérationnel depuis le 1er janvier 2014.

Ces avances, qui ne doivent pas se substituer aux concours bancaires, interviennent en complément de ceux-ci ou dans le cas de refus explicite des banques commerciales après des demandes avérées. Cette aide à la trésorerie n'a pas non plus vocation à être récurrente, les librairies aidées devant mettre à profit ce soutien ponctuel pour restructurer leur fonds de roulement et prendre les décisions de gestion adéquates.

Ce fonds d'avances remboursables est destiné à toute librairie indépendante créée depuis au moins deux ans, réalisant au moins 50% de son chiffre d'affaires avec la vente de livres neufs au détail et répondant aux critères européens de la PME autonome.

Le montant de l'avance est plafonné à deux mois de CA TTC livres neufs (détail + ventes à terme), dans la limite de 100 000 €, avec une durée de 12 mois au plus et un remboursement par mensualités ou à échéance. Le taux d'intérêt est de 3,5 % et aucune garantie n'est exigée.

Pour solliciter une avance, il convient de remplir une demande disponible sur le site de l'IFCIC (http://www.ifcic.fr/vous-etes-une-entreprise-culturelle/livre/librairies.html), laquelle est examinée par un comité d'engagement et la décision de l'IFCIC communiquée dans la quinzaine qui suit.

Subsidies for the promotion of the offer in bookshops

This subsidy is intended for Reference French bookshops offering a broad range of quality editorial production to the widest possible public. It must be used to ease the financial burden on booksellers who regularly communicate on the quality and variety of their offer, and to strengthen their cultural role.

Application submission deadlines:

• Zero percent loans for the creation, development or acquisition of a bookshop

The Comité d’aide aux entreprises (Commission on assistance to firms) meets once or twice quarterly, depending on the number of applications submitted. Consequently, we advise applicants to submit their dossiers as soon as they are complete.

A copy of the application dossier must be addressed simultaneously to the Conseiller pour le livre et la lecture at the Direction regional des affaires culturelles (Drac).

Only complete dossiers which meet the eligibility criteria will be considered by the commission.

• Subsidies for the creation, development or acquisition of a bookshop

All requests for assistance for creation or extension projects should be submitted six months before the date of creation or acquisition of the firm at the earliest, and three months after at the latest. Acquisition dossiers must be submitted before the final sales agreement.

The Commission on assistance to firms meets once or twice quarterly, depending on the number of applications submitted. Consequently, we advise applicants to submit their dossiers as soon as they are complete.

• Subsidies for the promotion of the offer in bookshops

Application submission deadline: July 31.

Application dossiers are examined annually by the commission, in the month of October.

Before the CNL submission deadline, a complete copy of the dossier must be addressed to the Conseiller pour le livre et la lecture at the Direction regional des affaires culturelles (Drac).

• Subsidies for the production of thematic catalogues by booksellers

The Commission on assistance to firms meets once or twice quarterly, depending on the number of applications submitted. Consequently, we advise applicants to submit their dossiers as soon as they are complete.

In order to receive a renewal of this subsidy, the applicant must prove that any previous publication plan which received a subsidy was accomplished in its entirety.

Only complete dossiers which meet the eligibility criteria will be considered by the commission.

• Subsidies for the creation and development of collective sites for publishers and bookshops

The Commission on assistance to firms meets once or twice quarterly, depending on the number of applications submitted. Consequently, we advise applicants to submit their dossiers as soon as they are complete.

Application submission deadlines are posted on the CNL Internet site.

Only complete dossiers which meet the eligibility criteria will be considered by the commission.
